{eye effects}
This tutorial is for changing colour and brightening up eyes and you will go from this...

1. So first I'll open up this Summer Glau pic, I can't remember where I got it though. So first I'll use the dodge tool, if you don't know where it is, you can see it here. I'll use a small circular brush with the settings at highlights and the exposure at 30%. I'll just brush one over the white part of Summer's eyes.
2. Now go to image>liquify. A new window thing will pop open. I choose the bloat tool located on the left side and my brush size is 6, my pressure is 100 and for reconstruction, my mode is stiff. Remember the brush size depends on the size of the pic. Now, I just press about 3 times over Summer's eye. Now, Summer's pupils should be bigger.
3. Now for the colour of the eyes. I make a new layer (layer>new>layer) and I just use a small circular brush and colour over the eye (not the white part...) with a blue/green colour (#006864). My blending options are at hue 100%. I flatten my image (layer>flatten image) and my pic now looks like this...
4. Now these eyes aren't really popping out at you, so I'm going to use my dodge tool again and my settings are highlights at 30-50%. Now I just brush over once the green/blue part of Summer's eyes. Now take the burn tool (right click the dodge tool and select burn tool) and change the settings to shadows at 20-40%. I take a small circular brush and brush once over Summer's pupils. My image now looks like this...
5. Almost done now, I take my burn tool again and my settings are shadows at 10%, I take a very small circular brush and brush once around each of Summer's eyes (eyelashes, all the outside) and also once on each of her eyebrows. I still don't find that the blue/green is Summer's eyes stand out enough, so I'll take the dodge tool with the settings highlights at 10% and brush once over the blue/green in Summer's eyes. Now I'm done and this is the result...
